Hardly ever has a concept introduced by evolutionary economists been more successful in the political discourse than the one of a ‘knowledge-based economy’ (Foray & Lundvall, 1996; Abramowitz & David, 1996). This assumption of a qualitative transition in the economic conditions has become commonplace among policy-makers and mainstream economists (OECD, 1996). The abbreviation ‘KBE’ has even become a standard to the extent that it is often used without further explanation.
